In a flan mold, heat the sugar until it melts. Lower the heat and place the chocolate cookies, let cool. Blend the evaporated milk with the half-and-half, condensed milk, eggs, and vanilla. Pour into the flan mold and cover with aluminum foil. Place in the pressure cooker in a water bath and cook for 30 minutes or until the knife comes out clean. Remove from heat and let cool completely, unmold, and serve.
